BOISE — Boise police arrested a 24-year-old man after they say he intentionally set fire to a Port-A-Potty Wednesday — and that it wasn't his first offense.

Police responded to a report of the destroyed facility, located near the baseball fields at Liberty Park, around 5 p.m. Wednesday. Officers say one of the walls in the Port-A-Potty had been burned and melted, leaving a hole in the wall and essentially destroying it.

Earlier Wednesday afternoon, an officer had been in Liberty Park for an unrelated reason earlier in the afternoon and had spoken with a man identified as Justin Hess. After the fire, officers located Hess at his residence nearby and found evidence they say links him to the fire.

Officers also say they found evidence that Hess torched another Port-A-Potty at the same Liberty Park location on May 3. During that incident, officers believe Hess lit a Port-A-Potty on fire using a roll of toilet paper.

Hess is charged with felony arson and was booked into the Ada County jail.
